# Refusal & Targeted ads

The CMP is a tool for collecting and transmitting your users' choices regarding the collection and use of their personal data. It does not block tags automatically but provides commands for conditioning them.

In some cases, targeted advertising scripts are automatically packaged by the "vendors" who themselves control the signals they need to perform their processing.

When vendors do not condition their tags themselves, you can do so upstream using the CMP commands detailed in the [documentation](/en/script-management/tag-conditioning.md).
